There's yet another IRC (or more specifically mIRC) worm doing the rounds. Like most it is spreading as a $decode string that people run in their mIRC windows. It is spread under the guise of a "nospam" filter, and starts "//write nospam". Quite apart from it being extremely lame to run a random script someone tells you about, it is good practice regardless of the source of a file or command to check it before running it - as this is how viruses spread and propogate - through people being stupid enough to run a program they don't know.
So, to remove it, simply type '/unload -rs nospam' in mIRC. If it is successful, you should see notification in your status window.
And remember - NEVER run a script someone messages you unless it is in plain text - why would you run a script that has been encoded in the first place?
