L request requirements changed

Due to users abusing the L request facility to perform takeovers, we have changed the requirements slightly. You must now have been opped in a channel for a minimum of 2 hours before you can request L.

Please note that as stated in the FAQ you will need at least four people in the channel during this time in order for your request to succeed.
